Eligibility for the Panama Pensionado Visa
To qualify for the Panama retirement visa, applicants must:
- Receive a lifetime pension or retirement benefit from a foreign government, international organization, or private company.
- Provide proof of a minimum monthly pension of $1,000 for the applicant, or qualifying combined pension income for spouses. The minimum may be reduced to $750 per month if the applicant has acquired real estate in Panama in their personal name for a value exceeding $100,000.
- Provide the required health certificate and medical documentation.
- Provide a criminal background certificate from the applicant’s country of origin or, where applicable, country of residence, duly authenticated or apostilled as required.

Dependents
Eligible dependents may include the applicant’s spouse and dependent children. Dependent children may obtain temporary residence until the age of 25, provided they remain enrolled as full-time students and meet the applicable immigration requirements. This dependent status does not by itself grant them permanent residence under the Pensionado Program. In cases of a duly proven profound disability, the applicable immigration rules provide an exception to the age and student-status limitations.
For each dependent, the applicant must demonstrate an additional $250 per month in financial solvency, which may be supported by additional pension income or a local bank reference, in accordance with the applicable immigration requirements.
Official information about eligibility, qualifying pension income, foreign documents, and combined pensions for spouses is available in the Panama National Immigration Service procedure published on Panamá Digital.

Permanent Residency and Citizenship
The Panama Pensionado Visa grants permanent resident status under the Pensionado Program. After approval, applicants must complete the applicable immigration formalities and obtain their residence documentation. They may then reside indefinitely in Panama, subject to compliance with applicable immigration laws.
However, permanent residence does not automatically grant Panamanian citizenship. Pensionado residents may subsequently apply for naturalization if they meet the applicable constitutional and legal requirements.
- Under the standard naturalization route, foreigners generally must have five consecutive years of residence in Panama and satisfy the applicable constitutional requirements.
- A three-year residence period may apply to foreigners who have a Panamanian spouse or children born in Panama to a Panamanian father or mother, subject to the requirements established by Panama’s Constitution.
- Nationals by birth of Spain or a Latin American state may be eligible under special reciprocity provisions, depending on the naturalization requirements applicable to Panamanians in their country of origin.
Applicants must also demonstrate knowledge of Spanish and basic knowledge of Panama’s geography, history, and political organization. In addition, they must meet the other constitutional and legal requirements applicable to their case.
Meeting the applicable requirements allows an eligible Pensionado resident to apply for naturalization; Panamanian citizenship is not automatic and remains subject to government approval. Once Panamanian citizenship is granted, the person may apply for a Panamanian passport and exercise the rights associated with Panamanian citizenship, subject to applicable law.

- Prepare supporting documents: Gather the pension certification, identity and family documents, criminal background certificate, and other required evidence. Arrange authentication or apostille and Spanish translations where necessary.
- Submit the application: A qualified Panama attorney submits the application and supporting documents to Panama’s National Immigration Service.
- Complete immigration formalities: Follow the applicable immigration procedures and respond to any additional requirements requested by the National Immigration Service.

Applicants must also meet the applicable documentation, health, criminal background, and immigration requirements.
What benefits does the Panama Pensionado Visa provide?
The Panama Pensionado Visa provides permanent residency in Panama and certain import-related benefits, including a one-time customs duty exemption for household or personal-use goods up to $10,000 and a customs duty exemption for one motor vehicle for personal or family use every two years, subject to applicable requirements. Can I include my spouse and children in my Panama Pensionado Visa application?
Yes. A Panama Pensionado Visa applicant may include a spouse and dependent children, subject to the applicable immigration requirements. The applicant must demonstrate an additional $250 per month in financial solvency for each dependent, which may be supported by additional pension income or a local bank reference. Dependent children may obtain temporary residence until age 25 if they remain full-time students and meet the applicable requirements. Their dependent status does not by itself grant permanent residence under the Pensionado Program.
Does the Panama Pensionado Visa provide permanent residency?
Yes. The Panama Pensionado Visa grants permanent resident status to the principal applicant once the application is approved and the applicable immigration formalities are completed. The residence permit under the Pensionado Program is granted indefinitely and does not require an extension. Permanent residency, however, does not automatically grant Panamanian citizenship.
Can the Panama Pensionado Visa lead to Panamanian citizenship?
Permanent residency under the Panama Pensionado Program does not automatically grant Panamanian citizenship. Pensionado residents who meet the applicable constitutional and legal requirements may subsequently apply for naturalization. The standard naturalization route generally requires five consecutive years of residence in Panama, while certain applicants may qualify under other constitutional routes, including those based on marriage to a Panamanian citizen, Panamanian children, or reciprocity provisions applicable to nationals by birth of Spain or Latin American countries. Citizenship remains subject to government approval.
Can spouses combine their pensions for the Panama retirement visa?
Yes. Spouses may combine qualifying pension income to meet the applicable minimum. Both pensions must be supported by the required documentation. The application must also satisfy the financial solvency requirements applicable to any dependents.
Can a private pension qualify for the Panama Pensionado Visa?
Yes. A qualifying lifetime pension from a private company may be accepted. Applicants must document its monthly amount and confirm that payments continue for life. In addition, they must establish the paying entity’s legal existence and provide evidence of pension payments, as required for their case.
