What You Need to Know Before August 31, 2026

Panama’s President José Raúl Mulino Quintero signed Executive Decree No. 9 on May 27, 2026, establishing an extraordinary grace period for firearm license and possession certificate holders to update or renew their documentation — or face administrative fines and sanctions.

If you hold a firearms carry license or a tenencia (possession) certificate in Panama, this deadline affects you directly. Here is what you need to know.

 

What the Decree Says

The decree establishes a temporary grace period expiring August 31, 2026, during which all holders of firearm carry licenses and possession certifications must update or renew their documents through the Dirección Institucional en Asuntos de Seguridad Pública (DIASP) — Panama’s institutional firearms authority under the Ministry of Public Security.

The government’s stated motivation is clear: a significant number of firearm permits in circulation are expired, some by more than a decade. The decree aims to bring these holders back into legal compliance without immediately triggering sanctions — provided they act before the deadline.

 

Who Is Affected?

According to Article 2 of the decree, the following persons are covered:

  • Natural persons holding licenses to carry firearms
  • Natural or legal persons holding tenencia (possession) certifications
  • Gun stores, shooting ranges, and other obligated entities subject to DIASP oversight

 

What Happens After August 31, 2026?

Article 7 is unambiguous: anyone carrying a firearm after the deadline with an expired license or certification — or who otherwise fails to comply with the obligations of Law 57 of 2011 — will be subject to the infraction and administrative sanctions regime set out in Articles 89 and 90 of that law.

In short: after August 31, carrying with expired documentation is no longer a technicality. It becomes an active violation with real consequences.

 

How to Renew: What DIASP Will Establish

Article 5 directs DIASP to issue an administrative resolution detailing:

  • The full renewal procedure, requirements, and submission forms (in person and/or digitally)
  • A staggered calendar for processing — likely organized by province, cédula number, permit type, or other criteria
  • Verification and control mechanisms to manage the volume of renewals

DIASP will also issue proof of initiated process to applicants who submit a complete application before the deadline, so that administrative verification can continue even if processing extends past August 31 — though this does not constitute automatic renewal.
